GOVERNMENT HOUSE.

HONGKONG. 18th June, 1925.

Since writing my despatch No.88 of the 5th

of March, I have been collecting data for the suggested programe of Public Works to be constructed during the next five years and I am now in a position to address you on the

subject. I have found great difficulty in casting the programme into a suitable form, especially as in a Colony which is developing so rapidly as is Hongkong it is

practically certain that in a year or two many contingencies

will arise that have not been contemplated and that works the idea of which has not even been suggested will require to be dealt with as matters of urgency.

After much consideration I have come to the

conclusion that the best course will be to forward to you

a full list of the works, the construction of which has

Abe; been suggested,up to date, and to express my opinion,

subject to the reservation indicated in the previous

paragraph, as to their relative importance and urgency.

I accordingly enclose a copy of a schedule prepared by the

Director of Public Works together with a copy of his covering

minute.

It will be noted that this schedule does not

include works connected with the transfer of the Military

Establishments
